ANNUAL PARISH COUNCIL MEETING

 

All Councillors are summoned to the Annual Meeting of Kislingbury Parish Council to be held in the Village Hall, Ashby Court, Kislingbury on Tuesday 6th May 2025 at 7.00pm.

 

Members of the public and press are welcome to attend this meeting. The meeting may be recorded, filmed or broadcast without prior notice to the Parish Council, provided that such activity does not impede the conduct or business of the meeting.

AGENDA

 

  1. Election of Chair

To elect a Chair of the Council for the year 2025/26.

 

  1. Chair to Sign Declaration of Acceptance of Office

To receive the Declaration of Acceptance of Office signed by the Chair.

 

  1. Election of Vice Chair

To elect a Vice Chair of the Council for the year 2025/26.

 

  1. Apologies for Absence

To receive and agree apologies for absence.

 

  1. Declarations of Acceptance of Office

To receive Councillors’ Declarations of Acceptance of Office. For any not received, to determine when they shall be received.

 

  1. Registration of Members’ Interests

Councillors to be issued with necessary forms for completion. To note that the forms must be returned to the Monitoring Officer within 28 days of the election.

Councillors to declare any Disclosable Pecuniary Interest, Other Pecuniary Interests and Registerable Non-Pecuniary Interests relating to items on the agenda for this meeting.

 

  1. Parishioner Voice

The Chair will invite questions and observations from members of the public present. A maximum time of 30 minutes will be allowed, 5 minutes per person.

 

  1. Minutes of Previous Meeting

To approve and sign the minutes of the meeting held on 15th April 2025.

 

  1. Matters Arising

Items arising from the minutes of the meeting of 15th April 2025 which are not listed on the agenda.

 

 

  1. Discussion of Warden’s Reports (previously circulated)

  1. West Northants Council Report

To receive the latest report from the elected WNC councillor.

 

  1. Finance Report

To receive the following:

  • Monthly bank reconciliations
  • Summary cost centre report
  • Invoices for payment

 

  1. Contribution To New Playground Equipment

To agree the Parish Council’s contribution to Kislingbury Playing Fields Association for the new playground equipment.

 

  1. Planning

To review the following planning applications and agree any comments:

  • APP/W2845/W/25/3362662 – appeal – The Gardens, Hodges Lane
  • 2025/1615/TCA – proposed removal of trees in the conservation area – 3 Hodges Lane

 

  1. Standing Orders

To review and agree the updated Standing Orders as circulated by the Clerk.

 

  1. Councillor Responsibilities

To agree Councillor responsibilities for the following areas:

Allotments, Defibrillators, Police Liaison, Grass Cutting, Village Hall, Website,

Bugbrooke Medical Centre, Street Lighting, Village Maintenance, Highways inc VAS signs, School Liaison, Kislingbury News, KPFA Representative, Finance, Planning

 

  1. Council 4-Year Plan

To discuss the development of a 4-Year Plan and agree any actions.

 

  1. Footbridge over River Nene

To discuss the condition of the bridge and agree any actions.

 

  1. Flood Plan

To discuss the latest situation, including the meeting with the Lead Local Flood Authority (LLFA). Agree any actions.

 

  1. Electricity Supplier

To review the quotations for a new electricity supplier and agree any actions.

 

  1. Parish Clerk’s Report

To receive an update report from the Clerk.

 

  1. Chair’s Report

To receive an update report from the Chair and agree any subsequent actions.

 

  1. Future Agenda Items

To receive suggestions of items for a future agenda.
