KISLINGBURY ANNUAL PARISH MEETING.

APRIL 16th 2024.

Minutes of meeting held at the Village Hall at 7 p.m.

WELCOME.

Jonathan Hughes welcomed everyone to the meeting and explained that every organisation would be invited to give information about their group and comments/questions taken after each group of speakers.

The organisations had prepared reports which will be available in full on PC website.These notes serve to provide a summary.

CHAIRS REPORT from PARISH COUNCIL.

Jonathan Hughes had circulated copies of his report beforehand and copies were available at the meeting.

COMMENTS.

John Faulkner referred to “Dark Spots” in village where lighting was inadequate.Phil Beeston added that the state of pavements in certain areas made these dark areas more hazardous.

Chair invited proposal from villagers as to location of these areas so that consideration could be made in addressing this problem in next years budget.

PRESENTATIONS by VILLAGE ORGANISATIONS.

ST. LUKES CHURCH

Judith Tongue.The new vicar Nic Edwards is very approachable and has positive ideas for future development.An update was given on the aims of the church and events.The main problems experienced are financial in ensuring the church is kept in a good order and is safe.They have also had to fund an increase in the church annual contribution to Diocese from £12k to £15k.They receive financial support from PC and village charities/organisations.

KISLINGBURY NEWS

John Faulkner.This is a bi-monthly newsletter delivered to 640 households.They would welcome more contributions from village organisations.Their source of funding has been reduced by the loss of adverts and increased printing costs. Campion school remains the most cost effective printer.

 

KISLE AMBLERS

John Faulkner.A social village group who would welcome new members. They do a 5m amble plus pub lunch every second Wednesday in the month.

COMMENTS.

Village maintenance. Update provided by the chair.

  1. Tidmarsh questioned the Church contribution to Peterborough Diocese and the need to use church contractors to complete repairs at high cost due to status and age of the building.

BOWLS CLUB

Pete Saunders.They have a membership of 80/90 of which 12 are from the village.The club will be closed in August while work is completed to lower “the green”.

KOFS (Kislingbury over 50s group)

Eddie Harley.This group is 20 yrs old this year and will hold celebratory party in september.They meet every thursday from 10.30 until midday and have 60 active members of which 32 to 40 attend each week.They have weekly announcements each week giving village info and a time to socialise.They have regular events,speakers,trips and fund raising.They raise £800 to £1k annually with their Macmillan coffee morning.New ,younger members are needed to increase group and organising committee.

COMMENTS.

Need for Welcome Pack highlighting village organisations to be available for all newcomers to the village.

MARGARET WALSH CHARITY

Jenny Woodward.This charity established by a local philanthropist began 300 years ago.The rental from field in village which is approximately £700 p.a is available for grants to young people who have lived in the village and attended Kislingbury Primary School to help with higher education.

KISLINGBURY HIGHWAYS CHARITY

Sarah Parker.This charity meets once per year and makes grants to village organisations on request.The money is sourced from investments and this year had £1458.

KISLINGBURY VILLAGE FACEBOOK

Sarah Parker.This is a private group which began in 2019 and is managed by Sarah and Alison Ward. It aims to share information about the village and surrounding areas.They aim to ensure appropriate information is circulated and remove any unacceptable comments/issues.

COMMENT
  1. Woodward asked about sharing info with newcomers to the village as it is a private group.Sarah explained they would allow if appropriate.

VILLAGE ARCHIVES

Anne Upton. This was set up in 2008 by Parish Council to ensure the history of the village was not lost.It contains a variety of items which is added to over time by residents. It is stored in a safe,fireproof cupboard at the village hall.Items are displayed at village events. Articles are added to the newsletter and it is available for private viewing or research on application. Storage space is not very accessible and is limited.

KISLINGBURY COMMUNITY GROUP

Paul Southworth.This was established as an outcome of COVID when there was a recognition of need in the village.It aims to raise monies through social events to financially support those in need.£13k has been distributed to date.It supports the community larder weekly and school events. Forthcoming fund raisers- Food and Drink Fair May26th and Bavarian Oktoberfest October 12th.

 

FRIENDS of KISLINGBURY PRIMARY SCHOOL

Michelle Lee.The group aims to provide a better environment for school children.They raise money by social events to fund “extras” for the school.They would like more of a presence at village events and to increase their small group of active organisers.

KPFA

Phil Beeston.This was formed in 1960 with the purchase of the playing fields as a recreational space for people of Kislingbury.The objectives have been modernised and they aim to support sports clubs using the facilities and create opportunities for Kislingbury residents.The space is used by people from outside the village too. The problems they have had are vandalism to buildings and grass ,misuse by bikes and dog owners plus the update of property and higher utility bills.They aim to improve the playground area,facilities and security in the future.

FOOTBALL CLUBS

Rob Lewis.There is a rejuvenation of the football clubs and commitment to work with KPFA to put new life into the clubs,extend the age range and use of the space.They are providing refreshments/open to all at the weekend.

KISLINGBURY VILLAGE HALL

John Sayner.The building was rebuilt in 1999 and after 25yrs is now showing its age.Last year there was an increase in revenue following loss years.The regular friendship group and playgroup have ceased but one-off social events have increased.They intend to install a dishwasher to respond to different demands, look to solar panels to reduce electricity costs.and redecorate internallyTheir problems are increased wages of caretaker, reduction in rate relief and need for younger groups who can use the space on a regular weekly basis.

REPORT by ANN ADDISON /WEST NORTHAMPTONSHIRE COUNCIL

They have been in operation for 3yrs and this year have a balanced budget. They still carry a debt from the previous council.The Children’s Trust have faced difficulties. However, there is a new education facility in Tiffield for children with Learning Difficulties.The Planning department have problems but have recruited new staff. There are proposals to attend to the number of potholes on roads and deal with the poor state of roads and paths..The election of the Police and Fire commissioner takes place on 2nd May2024. Reminder to take photo ID when voting. There have been positive music events and Remembrance events across the area. A Special Council Meeting will take place before the AGM on 6th May to elect a new chair.

 

Jonathan Hughes thanked everyone for attending this new event which he hoped will continue in future years.
