MINUTES of the Parish Council meeting held on Tuesday, 20^th June 2023, at 7.00 pm,

PRESENT:

The Chairman opened the meeting by welcoming everyone and making the following announcement:

I would like to advise Councillors and members of the public that under the Openness of Local Government Bodies Regulations 2014 members of the public are permitted to photograph, film, broadcast and report on the meeting, subject to the efficient running of the meeting not being

disrupted.

DECLARATION OF INTERESTS:  Both interest & nature of interest to be declare – None.

PARISHIONERS VOICE– Parishioners are interested in the planning item.

MINUTES OF PREVIOUS MEETING:    These had been previously circulated, were proposed,

seconded and signed by the Chairman as a correct record.

• The Chairman agreed to put Planning & Finance at the top of the agenda.

PLANNING: – P. Billingham

Beech Lane / Camp Lane Application

• Parish Council is strongly opposed to 58 houses being built on this site. It was agreed that a public meeting should take place.

1. Adjacent to the conservation area
2. Outside the village confines
3. Over development of the site.
4. Kislingbury is a second tier village with few facilities, no surgery, no dentist, limited bus service.
5. The village has already taken a development of 44 new houses.
6. Village primary school reaching capacity and will have to take children from the new Spitfire development.
7. Secondary School in nearby village is also near capacity.

MATTERS FOR REPORT

Casual Vacancy – The Council currently has three vacancies & has interest from two parishioners.

Allotments – S. Parkerson

• All vacancies have been filled.
• There is an overgrown plot – PB to check the number & let the Clerk know.
• Some trees need cutting back – Peter to lop them back.
• Complaint received regarding mowing in between plots.

 Defibrillators – S. Parker

Grass Cutting – J. Mallett

• Complaint received regarding a small verge not being cut. JM to speak to the contractor.

Environmental Items including hedges & trees – J. Hughes, Zoe Kemp

Website – J. Mallett

• New website is progressing, and items are being uploaded.
• The Clerk has requested for the PC agenda, minutes and financial matters to be uploaded asap.

Street Lighting – S. Goodman – No outstanding matters this month.

Village Maintenance, seats, planters, litter picking – S. Deane

• Planters – the big planters at the Old Pond Site have been planted.
• Thanks go to the three people who helped with the watering.
• KOFS Cherry Tree will be arriving at the site in 4 weeks’ time. SD has marked out the spot for planting.
• Metal dog bin post to be ordered from Glasdon – agreed.

Highways, roads & footpaths – J. Hughes

• Camp Lane – road surface is in an appalling state with deep potholes. Clerk to report to WNC highways.

School Liaison – J. Hughes

• Will be meeting with the new school head teacher.

Kislingbury News – J. Hughes

• Will be putting the PC items together for the next edition.

Bugbrooke Medical Centre PPG – S. Goodman – Nothing to report this month

Police Liaison – S. Parkerson

• The Police beat bus will be at the village hall carpark on 21^st June 2023 from 10 to 11 am
• The barrier by the school has been hit by a vehicle.
• There has been a robbery on Banbury Lane.

KPFA Representative – J. Hughes

• JH reported on the working group meetings that have been held between KPFA & the PC working group. Joint working progress is being made.
• Play area – possibility of scaling back the number of pieces of equipment on the site.
• PC suggests a starter project such as fencing, seating and the removal of the bike ramps which could be match funded @ £10,000.00.
• KPFA to have a meeting with a play equipment representative who is offering advice.
• It was felt that the village youngsters should be consulted about play equipment.
• Disabled access needs to be considered.

Village Hall Representative – J. Mallett – nothing to report this month.

Community Pantry

• The Pantry under the PC umbrella will be closing as from the 7^th July 2023.
• Letters have been sent to all those taking part in the scheme with alternative sources of help given.

Neighbourhood Watch – D. Topliss – no report

Flood & Snow Warden – C. Payne – apologies received.

Footpath Warden & KPFA – P. Beeston

• Meetings being held with the PC to discuss way forward with the children’s play area.
• Will be meeting with playground representatives.

Tree Warden – Zoe Kemp

• Overhanging trees along Beech Lane are encroaching onto the road which has no footpath. Attention needed.
• Large Ash tree at the Old Pond site has flailing limbs in the wind. Recommendation removal of main limb jutting out to the right & clearance of ivy around the central trunk.  Query regarding the Conservation Area.
• To note: resident at 4 Starmer’s Lane is concerned about the large Yew tree in  her garden. This is in the conservation area & private property.  The tree looks to be in good health.  Householder should contact WNC Ralph Branson for advice.
• For the PC to consider:

1. Protecting the line of trees along the border of the playing fields & the proposed Beech Lane development. It is outside the conservation area & contains Cherries, Oak, Ash & Horse Chestnut trees. Concern if the development goes ahead, the roots & branches could be damaged, or the developers may fell.

REPORTS From Parish Councillors

• To note, the school has had a good OFSTED report.
• Former Parish Councillor, James Ball & his wife Kate have had a safe delivery of identical twin girls. Congratulations.

There being no further business, the Chairman declared the meeting closed at: 9.09 pm
